The violence was concentrated in Likoni, a predominantly Muslim area on the mainland south of Mombasa, but also affected nearby communities and generated broader waves of communal tension across the coast. The attacks took multiple forms: some were presented as targeted assassinations of specific individuals (sometimes government informants, sometimes perceived religious or community rivals), while others appeared to be mass killings designed to terrorize entire communities. Victims included civilians and, in some cases, police officers and security personnel. The perpetrators of the violence were never definitively established through formal legal proceedings. Various claims circulated: some attributed the attacks to Islamic militant cells allegedly inspired by international jihadi ideology, referencing the 1998 U.S. embassy bombings in Nairobi and Dar es Salaam (which occurred less than a year later) as evidence of a broader extremist network operating in East Africa. Others pointed to tensions between Arab Muslim communities (particularly coastal residents of Arab descent) and immigrant African Christian communities (particularly recent arrivals from upcountry who had sought economic opportunities in Mombasa and surrounding areas). Still others argued that the violence had been deliberately stoked or exploited by state security agencies seeking to create a climate of fear that would benefit Moi's campaign narrative emphasizing the need for strong central authority and security.

A particularly contentious aspect of the violence involved the role of security forces. Some reports documented instances in which police and other state security personnel appeared to respond inadequately to initial attacks or, in some cases, to participate directly in attacks on Muslim communities. Moi's campaign narrative emphasized the need for strong state security and central authority to prevent the spread of ethnic and religious violence. Opposition candidates struggled to articulate a response to the violence that was simultaneously responsive to legitimate security concerns and critical of alleged state involvement in violence. The violence also deepened voter anxiety about the stability of the electoral transition itself, which contributed to voters' receptiveness to Moi's messaging about strong leadership.

International observers and diplomatic missions condemned the violence and called for independent investigations. However, formal accountability mechanisms were weak. No comprehensive independent investigation into the causes and perpetrators of the violence was conducted. Police investigations proceeded slowly and were widely regarded as lacking rigor. By the time the 2007 post-election violence occurred (1,300 deaths, 600,000 displaced), which did trigger the Waki Commission and subsequent accountability mechanisms, the lessons from the 1997 violence had been largely forgotten or deliberately set aside.

The August 1997 coast violence established a pattern that would recur in subsequent election cycles: the weaponization of communal tensions for political purposes, the difficulty of establishing accountability for mass violence in contexts of weak institutions, and the vulnerability of minorities and marginalized communities to state and non-state violence during periods of heightened political competition.
