Kenya's economic trajectory in the years immediately preceding the 1997 election had deteriorated significantly from the relative stability of the late 1980s. By 1997, the country was experiencing what international observers characterized as a deepening economic crisis, marked by currency devaluation, declining export revenues, high inflation, visible corruption in state procurement and revenue collection, and a loss of confidence among foreign investors and international financial institutions. This economic backdrop shaped electoral dynamics and voter behavior in ways that opposition candidates hoped to exploit but Moi's control over state resources allowed him to manage successfully enough to retain office.
The proximate cause of Kenya's economic crisis was the suspension of bilateral donor assistance and IMF funding in early 1997, precipitated by governance concerns and documented cases of large-scale corruption involving government officials and parastatals. The IMF and bilateral donors had become increasingly insistent on governance reforms and anti-corruption measures. When the Moi government demonstrated insufficient commitment to these reforms, donors suspended assistance, cutting off a critical source of government revenue and foreign exchange. This suspension had been threatened before, most notably in 1991 when donors temporarily suspended aid until political liberalization was promised, but the 1997 suspension proved more severe and prolonged.
The impact of aid suspension was visible throughout the economy. Government spending on key services contracted, as the state lacked foreign exchange reserves to purchase imported goods and to pay for foreign-procured services. The shilling depreciating significantly against the dollar, making imported goods more expensive and fueling inflation. Local businesses dependent on imported inputs faced increased costs, and consumer prices for imported goods rose sharply. Unemployment in urban areas increased as businesses contracted. The informal sector, which absorbed millions of urban and rural workers, contracted as consumer demand declined and business confidence faltered.
Agricultural exports, traditionally Kenya's source of foreign exchange, had faced declining world prices throughout the 1990s. Coffee prices, which had supported rural economies and government revenues, had plummeted from 1980s highs. While tea remained a more stable export crop, total agricultural export revenues were insufficient to offset the foreign exchange losses from aid suspension. Rural incomes, particularly among smallholder farmers in regions outside the core tea and horticulture zones, declined substantially. This rural economic distress would eventually become a major grievance driving voters toward opposition candidates, though the compressed 1997 election timeline limited opposition capacity to mobilize around economic issues.
Corruption and rent-seeking within the state apparatus had intensified throughout the 1990s as declining government revenues and foreign exchange pressures incentivized officials to extract resources through informal channels. Cases of spectacular corruption became increasingly visible: massive theft from the Central Bank (the "Goldenberg scandal"), diversion of land titles and land sales revenues into private hands, and procurement fraud in major development projects. While these scandals implicated Moi's government and provided opposition candidates with clear messaging opportunities, Moi's control of the state apparatus (including law enforcement and the judiciary) prevented any genuine accountability. The opposition could name corruption, but could not prosecute it without state power.
The macroeconomic indicators for 1997 reflected this deterioration: GDP growth had slowed to roughly 2-3 percent annually (well below population growth of roughly 3-4 percent, meaning per capita income was declining), inflation was in double digits, and foreign exchange reserves had contracted to critical levels. The Central Bank's monetary policy became increasingly erratic, as the institution attempted to manage competing pressures (defending the currency, maintaining sufficient liquidity for the financial sector, limiting inflation) without adequate foreign exchange reserves or international support.
These economic conditions had political consequences that operated in two directions. On one hand, economic distress should have benefited opposition candidates, who could argue that Moi's 15+ years in power had proven economically disastrous and that change was essential. On the other hand, economic distress often creates an environment in which voters cling to incumbents they perceive as safe, even if incumbents are blamed for economic failure. Additionally, the compressed election timeline meant that opposition candidates had limited time to organize campaigns around economic grievance narratives. By contrast, Moi's control of remaining government resources (though diminished) allowed him to distribute some patronage and to present himself as the guarantor of order and stability despite economic hardship.
The IMF's return to negotiations with the Moi government in late 1997 and early 1998 (after the December 1997 election) reflected donor acknowledgment that Moi's reelection, while not solving governance problems, had at least produced a stable outcome that could be worked with. Donors would resume assistance (though on more restrictive terms) after Moi's 1997 victory, even though the governance reforms that had prompted the aid suspension remained incomplete.
The economic context of 1997 thus demonstrates the complex relationship between economic performance and electoral outcomes in democracies with weak institutions. Rather than economic distress automatically producing incumbent defeat, the election outcome depended on opposition capacity to mobilize around economic grievance, international responses to governance failures, and the incumbent's ability to manage perceptions of crisis. Moi retained office despite economic crisis by virtue of control over state resources, control over information, and the opposition's organizational weakness.
