Daniel arap Moi's 1997 re-election campaign showcased the advantages of incumbency in a multiparty system with weak institutional constraints. Unlike 1992, when Moi's victory came as a surprise to international observers and to many Kenyans unfamiliar with his mastery of state machinery, the 1997 campaign unfolded with the confidence of a leader who had already navigated the transition to multipartyism and emerged victorious. Moi's campaign strategy rested on four pillars: the deployment of state resources, the maintenance of ethnic constituencies through selective patronage, the division of opposition votes through support for competing candidates, and the cultivation of an image of strong, decisive leadership capable of maintaining stability.

The state apparatus became Moi's primary campaign infrastructure. Government ministries, provincial administrators, and local chiefs were mobilized to stage campaign events, distribute campaign materials, and pressure voters (explicitly and implicitly) to support KANU. State television and radio, which still dominated broadcasting in Kenya, provided disproportionate coverage to Moi and KANU while marginalizing opposition candidates. Government vehicles were used to transport Moi to campaign rallies across the country. Most significantly, Moi's control over land distribution, government employment, and development projects allowed him to condition these benefits on KANU support. In regions where ethnic voting blocs remained strong, this strategy proved devastating to opposition efforts.

Moi's ethnic strategy was particularly sophisticated in 1997. The Kalenjin community, Moi's core ethnic base, remained solidly aligned with KANU, though younger Kalenjin voters and some Kalenjin intellectuals expressed skepticism about Moi's continued leadership. The Kikuyu vote, Kenya's largest ethnic bloc, was divided between Kibaki's Democratic Party and KANU-aligned politicians; Moi invested heavily in wooing Kikuyu elites through promises of development projects and political appointments. Moi's campaign emphasized his role as a neutral national leader, above ethnic interests, even as his campaign machinery operated through deeply ethnic channels. This paradox, which might have been fatal in a system with robust democratic institutions, proved manageable in Kenya's weakly institutionalized multiparty framework.

A critical dimension of Moi's strategy was encouraging opposition fragmentation. While Moi's KANU could not prevent opposition parties from contesting, KANU operatives worked to ensure that multiple opposition candidates split the anti-Moi vote in key constituencies. In some regions, KANU discreetly supported certain opposition candidates (particularly those from rival opposition parties) in order to divide the anti-government vote. This strategy was not entirely new (it had been deployed in 1992), but it was refined and weaponized more systematically in 1997. The fragmentation of FORD into FORD-Kenya and FORD-Asili, the rise of the National Development Party (NDP) under Raila Odinga, and the decision of Kenneth Matiba to initially run (before withdrawing) all worked to Moi's advantage by splitting opposition support.

The campaign also worked to shape narratives around security and stability. Moi portrayed himself as the guardian of Kenya's territorial integrity and domestic peace at a time when the region faced instability (Somalia's civil war, refugee flows from the Horn of Africa, and internal ethnic tensions). The coast violence in August 1997, though its causes and perpetrators remained murky, allowed Moi's campaign to emphasize the need for strong state security and centralized leadership. Opposition candidates were portrayed as representing narrow ethnic or regional interests, while Moi was cast as the only figure capable of maintaining a united Kenya.

Moi's personal campaign style involved extensive touring of the country, attendance at rallies and public events, and the performance of presidential authority and accessibility. These tours were carefully staged events, but they allowed Moi to present himself as a leader in touch with ordinary Kenyans and responsive to their concerns. Campaign rallies featured mass chanting of KANU slogans, patriotic songs, and speeches in which Moi mixed threats (thinly veiled) with promises of development and paternalistic language about national leadership.

However, Moi's campaign also faced genuine headwinds. The economic crisis that had deepened since 1992 (with IMF suspension of assistance, currency devaluation, and visible corruption) eroded his popularity, particularly in urban areas. Even in strongholds like Central Province, where Kikuyu support might have delivered a significant margin, Moi's performance was less dominant than in previous contests. Younger voters, particularly in urban areas, were more receptive to opposition messaging than their parents had been. International observers, while less openly critical than they might have been, noted irregularities in media coverage and campaign conduct that departed from democratic norms.

The 1997 campaign established a template for KANU's final contest in 2002: the deployment of incumbency advantages, ethnic arithmetic, and state resources. The difference was that in 2002, for the first time, the opposition would successfully unite, and these advantages would prove insufficient to preserve KANU rule.
