The opposition's inability to unite behind a single presidential candidate in 1997 remained the defining feature of the election and the principal reason that Moi, with only 40 percent of the vote, could claim victory. Despite the lessons from 1992 (when opposition fragmentation had allowed Moi to win with 37 percent), opposition parties failed to coordinate their efforts effectively, leaving multiple candidates to contest for the anti-Moi vote and guaranteeing that no single opposition candidate could accumulate enough votes to defeat the incumbent. This failure was not accidental but reflected structural rivalries between opposition figures and regions that proved impossible to overcome in the compressed 1997 timeline.

The fundamental obstacle to opposition unity was rooted in ethnic politics and regional competition. Kibaki's Democratic Party drew primarily from Kikuyu support bases and Kikuyu business networks. Raila Odinga's National Development Party derived its base from Luo constituencies in Nyanza. Kenneth Matiba, though he withdrew before polling day, initially represented a rival Kikuyu leadership faction and a more aggressive opposition stance than Kibaki embodied. Without mechanisms to forge coalitions that united Kikuyu and Luo voters while also securing support from other ethnic constituencies, opposition parties could not achieve the geographic spread necessary for a successful national campaign in a first-past-the-post system.

Additionally, opposition leaders harbored genuine disagreements about the proper response to Moi's rule. Kibaki represented a more institutional, gradual reform approach, emphasizing technical competence and negotiation within existing constitutional frameworks. Raila, by contrast, advocated for more fundamental constitutional restructuring and more confrontational opposition to Moi. These were not merely tactical differences but reflected different visions of post-Moi Kenya. For Raila to withdraw in support of Kibaki would have meant abandoning his platform and deferring to a more conservative figure. For Kibaki to accommodate Raila's more radical agenda would have meant shifting the Democratic Party's positioning.

The timing of the IPPG Reforms and the compressed election timeline also inhibited unity efforts. The IPPG had consumed political energy and opposition elites' time through the spring and summer of 1997, creating pressure for negotiations and constitutional change that diverted attention from opposition coalition-building. By the time the IPPG process concluded in October 1997, only two months remained before the December election, insufficient time to broker the complex negotiations necessary for genuine opposition unity. A longer timeline might have allowed opposition figures to negotiate coalition arrangements, such as the National Rainbow Coalition (NARC) that would ultimately succeed in 2002.

Personal rivalries and ambitions also played a role in opposition fragmentation. Each presidential candidate possessed egos, constituencies, and desires for power that made it difficult to defer to rivals. Kibaki, as the Democratic Party leader and the most established opposition figure, expected to be treated as the natural leader of the opposition. Raila, despite being younger and less experienced in electoral politics, believed that his intellectual energy and more radical opposition stance qualified him for leadership. These rivalries were not unique to Kenya (they appear in opposition politics across Africa), but they were consequential for electoral outcomes in a system where unity was essential to defeating incumbency.

The opposition's failure to unite also reflected the absence of institutions or mechanisms for managing opposition coalition-building. Unlike some democratic systems where opposition parties cooperate through formal parliamentary structures or cross-party committees, Kenya's opposition parties remained largely separate organizational entities without strong mechanisms for coordination. The IPPG had created some coordination capacity, but it was designed primarily to negotiate with the government, not to manage opposition internal coordination.

International actors and domestic civil society organizations worked to encourage opposition unity in 1997, but with limited effect. International donors and democracy promotion organizations pushed for coalition-building, recognizing that opposition unity was essential to defeating Moi. Civil society figures, including clergy and human rights activists, similarly urged opposition candidates to coordinate. However, these external pressures could not override the structural obstacles and personal rivalries that prevented genuine coalition-building.

The opposition's 1997 fragmentation had electoral consequences that extended beyond the presidential contest. In parliamentary elections, opposition candidates competed against each other as well as against KANU, further dividing opposition support and reducing the number of opposition members elected to parliament. The result was a National Assembly with a KANU supermajority and significantly reduced opposition strength compared to the 1992 parliament.

The 1997 opposition failure became a lesson absorbed by opposition figures, most importantly by Kibaki himself. In 2002, Kibaki would be willing to lead a coalition (NARC) in which he shared power and made compromises with other opposition figures, most notably Raila. The 2002 coalition was not perfect (tensions between Kibaki and Raila would eventually rupture the coalition), but it achieved what 1997 fragmentation had not: united opposition support sufficient to defeat Moi in a landslide. The 1997 election thus demonstrated not failure of multipartyism itself but failure of opposition actors to effectively navigate multiparty competition in the absence of strong institutions and norms governing coalition-building.
