Mwai Kibaki's second presidential campaign, contested under the banner of the Democratic Party in 1997, positioned him as a centrist alternative to both Moi's authoritarian rule and the more radical opposition voices represented by figures like Raila Odinga. Kibaki had first contested for the presidency in 1992, finishing a distant third behind Moi and Kenneth Matiba. In 1997, running again from the Democratic Party platform, Kibaki sought to improve on that performance by consolidating support among the Kikuyu community (Kenya's largest ethnic bloc) and by portraying himself as the statesman who would lead Kenya through economic reform without the disruption of radical institutional change.

The Democratic Party itself had become the principal vehicle for Kikuyu political representation in the multiparty era. While earlier opposition movements in 1992 (FORD-Kenya and FORD-Asili) had fragmented along regional and ethnic lines, the Democratic Party emerged as a more disciplined, centralized institution with clear links to Kikuyu-dominated business interests and the landed gentry of central Kenya. Kibaki's leadership of the Democratic Party gave him institutional advantages over other opposition candidates. The party controlled significant organizational resources, had a presence in local government, and benefited from the economic networks of Kikuyu business elites who financed its operations.

Kibaki's political appeal rested on three pillars: his reputation as a technocrat and economic manager (he had served as Vice President and Finance Minister under Moi), his presumed appeal to business and professional classes who valued stability and gradual reform over radical change, and his identity as the leader of Kikuyu political interests. Unlike Raila, who mobilized confrontational opposition rhetoric and mass-based organizing, Kibaki presented himself as a consensus builder who could negotiate Kikuyu interests through an institutional framework rather than through ethnic mobilization. His campaign messaging emphasized economic performance, corruption reduction, and institutional modernization.

However, Kibaki's performance in 1997 was disappointing relative to his earlier 1992 campaign. He finished second in the overall presidential race, behind Moi, but with approximately 31 percent of the national vote, a marginal improvement over 1992. More concerning for Kibaki's long-term political prospects was that his vote share reflected near-total dominance in Central Province (the Kikuyu heartland) but very weak penetration elsewhere in the country. In Nyanza Province, Raila's NDP substantially out-performed Kibaki's Democratic Party. In urban areas outside Central Province, Kibaki's message of institutional stability and gradual reform gained less traction than Raila's more confrontational opposition stance. In the Rift Valley and Coast Province, Moi's incumbency and state machinery, combined with ethnic and regional divisions among opposition voters, allowed KANU to maintain dominance.

The Democratic Party's 1997 campaign was organizationally sophisticated but strategically limited by its reliance on ethnic voting. The party's campaign machinery was rooted in Kikuyu community structures, including churches, business associations, and local government institutions. These structures allowed the Democratic Party to mobilize large rallies and present itself as a formidable political force. But they also confined the party to a regional base that, while numerically significant, was insufficient to win a first-past-the-post presidential election when opposition votes were split among multiple candidates.

Kibaki's advanced age (he was 64 in 1997) became an issue in some opposition circles, with critics asking whether he had the stamina for a demanding presidential campaign and subsequent presidency. Kibaki ran his 1997 campaign with less visible energy than his 1992 effort, making fewer public campaign appearances in non-Kikuyu regions and relying more heavily on organizational structures and media coverage to reach voters beyond his ethnic base. State television, while favoring Moi, gave Kibaki more coverage than the NDP or other opposition parties, reflecting his status as the leader of a major, long-established opposition party.

The Democratic Party's platform emphasized anti-corruption campaigns, greater institutional autonomy for the judiciary and electoral commission, and market-oriented economic policies that diverged only modestly from Moi-era IMF conditionality. Kibaki himself had experience navigating IMF pressure, having served as Finance Minister, and his campaign implicitly positioned him as a leader who could negotiate with international financial institutions more skillfully than Moi had done. This positioning appealed to educated, internationally-oriented voters and to business elites, but it offered less compelling messaging to economically marginalized Kenyans, particularly in rural and informal urban areas.

The 1997 election result demonstrated the limitations of an opposition strategy based on single-region ethnic dominance without coalition-building. It would take Kibaki's willingness to join the National Rainbow Coalition (NARC) in 2002, leading a coalition that united Kikuyu voters with substantial support from other ethnic groups, to finally unseat Moi. The Democratic Party's performance in 1997, while respectable relative to other opposition parties, underscored the vulnerability of any individual opposition candidate or party in a fragmented political landscape.
