The 1997 election results demonstrated Kenya's pronounced regional and ethnic fragmentation, with different regions delivering dramatically different electoral outcomes based on ethnically-rooted voting blocs and regional political histories. Understanding the regional patterns is essential to comprehending why Moi, with only 40 percent of the national vote, could retain office: the distribution of his support across multiple regions, combined with fragmentation of opposition voting, meant that his plurality was sufficient for victory despite 60 percent of voters actively opposing his continued rule.
Central Province represented a Kikuyu-dominated region where Kibaki's Democratic Party achieved overwhelming victory with approximately 85 percent of the vote. This region, comprising the districts of Muranga, Nyeri, Kiambu, and parts of neighboring regions, possessed the highest population density and the greatest concentration of Kikuyu voters in Kenya. Moi's KANU secured less than 10 percent of votes in Central Province, and Raila's NDP and other opposition parties received minimal support. This regional pattern reflected both the historical concentration of Kikuyu economic power and the dominance of Kibaki's Democratic Party within Kikuyu political discourse.
Nyanza Province showed Raila's NDP dominance with approximately 60-65 percent of votes, concentrated particularly in Kisumu and Siaya districts (the heartlands of Luo settlement). Kibaki's Democratic Party, despite its economic and business dominance, had minimal presence in Nyanza and received less than 10 percent of votes. Moi's KANU secured roughly 25-30 percent of Nyanza votes, primarily from non-Luo ethnic minorities within the province and from KANU-allied politicians in Luo areas. The Luo homelands, historically a center of political opposition and intellectual ferment, delivered a decisive mandate to Raila's independent candidacy. However, the limitation of Raila's support to Nyanza and some urban centers meant that regional dominance could not translate into national victory in a first-past-the-post system.
Rift Valley Province, comprising roughly one-fourth of Kenya's population, delivered mixed results that reflected both ethnic diversity and Moi's native-son advantage in his Kalenjin homeland. In the core Kalenjin districts (Kericho, Bomet, Baringo, Uasin Gishu, Trans-Nzoia), Moi's KANU secured roughly 55-65 percent of votes, reflecting deep Kalenjin support for the Kalenjin president. However, in districts with substantial Kikuyu populations (particularly Nakuru and parts of southern Rift Valley), the Democratic Party performed more strongly, and in areas with significant Luo or Kisii populations, those groups' preferred candidates performed better. The Rift Valley thus was not uniformly supportive of Moi, but his dominance in Kalenjin-majority areas provided a reliable base.
Coast Province showed the most fragmented results of any region, reflecting the province's diverse ethnic composition (Arab Muslims, Swahili, Bantu groups of Kikuyu and Kamba descent, Somali, and others). Moi's KANU secured roughly 30-35 percent of coast votes, but a similar 30-35 percent went to opposition candidates, with the remainder distributed among smaller parties and regional candidates. The coast's ethnic and religious diversity, combined with the regions's economic marginalization relative to central Kenya, created a voting landscape in which no single candidate or party could claim overwhelming support. The coast violence of August 1997 affected this region disproportionately, creating additional complexity in voting patterns and security dynamics.
Western Province and the western Rift Valley zones showed patterns reflecting the historical prominence of opposition politics in these regions (areas with strong FORD support in 1992) combined with demographic shifts. In districts with dominant Luhya populations (Kakamega, Bungoma), opposition candidates performed better than KANU, but the lack of a unified opposition candidate meant that opposition votes remained scattered. In areas with mixed Kalenjin-Luhya composition, the regional pattern was less clear, with KANU maintaining some strength through patronage networks while opposition candidates also mobilized.
Nairobi and urban areas showed stronger opposition performance than rural areas, with Kibaki and Raila together securing approximately 55-60 percent of urban votes while Moi's KANU secured approximately 30-35 percent. However, even this urban opposition dominance did not translate into opposition victory because urban areas represented only about 20-25 percent of the electorate, with the remainder spread across rural areas where Moi's combination of state patronage and ethnic support bases proved more effective.
The regional patterns thus reveal the fundamental challenge confronting the opposition in 1997: their support was concentrated in specific regions (Kikuyu support in Central Province, Luo support in Nyanza) while Moi's support, though weaker in many individual regions, was distributed across enough regions to assemble a plurality. Future opposition success, as would be demonstrated in 2002, required building coalitions that transcended regional bases and united multiple ethnic constituencies. The 1997 regional patterns thus established a template for understanding how Kenyan politics would evolve toward greater coalition-building and multi-ethnic campaign strategies.
