Kenya's civil society organizations, including churches, human rights groups, women's associations, and community-based organizations, played a critical role in the period leading up to the 1997 election. These organizations functioned simultaneously as watchdogs monitoring government conduct, as pressure groups demanding democratic reforms (particularly through the IPPG Reforms), and as mobilizers of civic participation and voter education. While not formally aligned with opposition parties, civil society actors worked in alignment with opposition interests in pushing for reforms that would level the electoral playing field.
The churches emerged as particularly significant civil society actors in the 1997 election period. The Kenya Conference of Catholic Bishops, the Anglican Church, and various evangelical denominations issued statements calling for transparent elections, voter education, and respect for democratic norms. Clergy including Bishop Alexander Muge (a prominent Kikuyu Anglican who would tragically be killed in 1999 under contested circumstances) participated directly in IPPG negotiations on behalf of civil society. Churches provided meeting spaces for opposition organizing, pulpits for opposition-aligned messaging, and social networks through which voter education could be disseminated.
The role of churches in 1997 reflected their unique position as institutions that maintained autonomy from state control while commanding authority and legitimacy within communities. Unlike state institutions (courts, police, electoral bodies), churches could criticize government conduct and demand reforms without automatic threat of reprisal (though church leaders were not immune from state pressure). Unlike opposition parties, churches could claim to speak for broad constituencies and for moral principles that transcended partisan interest. This positioning made churches indispensable partners in civil society mobilization for democratic reform.
Human rights organizations expanded significantly during the 1997 period. The Kenya Human Rights Commission, which had been established in the late 1980s, conducted monitoring of security force conduct during the 1997 campaign and election. Smaller NGOs focused on legal aid, women's rights, and community development also mobilized for election monitoring and voter education. These organizations received substantial support from bilateral donors and international NGOs, which channeled resources toward democracy promotion activities that Kenyan civil society organizations could implement.
Women's associations and women's rights organizations mobilized around the 1997 election in ways that transcended the primarily male-dominated campaign activities. Women's groups conducted voter education focused specifically on women's issues (property rights, domestic violence, representation), registered women voters, and monitored the participation of women candidates. Organizations like the International Federation of Women Lawyers advocated for increased women's representation at all levels, though the 1997 results would show limited progress on this front (see 1997 Election Women Candidates).
The Confederation of NGOs in Kenya (a coordinating body for civil society organizations) worked to synthesize civil society demands for democratic reforms and to present a unified voice in engaging both the Moi government and international actors. This coordination function was less formalized than the opposition political party coordination (which remained weak), but it provided a mechanism for civil society actors to leverage collective authority and to amplify reform demands. International donors provided explicit support for civil society coordination, recognizing the potential for civil society to advance democratization agendas that opposition parties alone could not achieve.
Civil society's role in monitoring political violence and in documenting irregularities proved consequential for the historical record, if not for the immediate electoral outcome. Civil society monitors documented the coast violence of August 1997 and produced reports that preserved institutional memory about what had occurred in ways that government security forces and opposition politicians alone might not have. This documentation capacity would prove important in later accountability efforts, particularly the Waki Commission of the 2007 post-election violence period.
However, civil society's role also had limitations. While civil society organizations generated valuable advocacy and monitoring, they operated within the constraints of a political system where real power remained concentrated in the state executive. Civil society could push for reforms, document violations, and mobilize voters, but could not directly compete for political power or enforce accountability. Additionally, civil society's dependence on international donor funding (a reality for many Kenyan NGOs) created some vulnerability to donor pressure and, conversely, some distance between civil society's actual constituencies and the priorities of international funders. This tension would become increasingly visible in subsequent election cycles as donors attempted to shape Kenyan civil society agendas.
By 1997, Kenya had developed one of the more robust and autonomous civil society sectors in Sub-Saharan Africa, particularly relative to the status of civil society in the late 1980s under one-party rule. The expansion of civil society capacity became a foundational element of Kenya's transition to competitive multipartyism, even though that transition remained incomplete and uneven.
