Following Kenya's devolution of governmental powers through the 2010 Constitution, Turkana County Turkana County Government was established in 2013 as an autonomous administrative and service delivery entity. County government has responsibility for local development, service provision, and resource management in Turkana County.

Devolution and County Government Establishment

The 2010 Kenya Constitution created a devolved system of governance, establishing 47 county governments as semi-autonomous administrative units. Each county has a governor (chief executive), a county assembly (legislative body), and administrative departments responsible for service delivery.

Turkana County government was formally established in 2013 with the election of the first governor and county assembly members. The devolution transferred certain government functions and resources from the national government to county governments.

Governance Structure

County Governor and Deputy Governor: Elected for five-year terms, the governor is the chief executive officer of the county and heads the county administration.

County Assembly: Comprises elected assembly members representing electoral wards within the county, plus nominated members representing special interests. The assembly enacts county legislation and provides oversight of the governor.

County Administration: Includes departments and agencies responsible for specific functions (Education in Turkana, Health in Turkana, agriculture, water, infrastructure, etc.).

Development Priorities

Turkana County government has identified development priorities including:

Education: Improving school infrastructure, teacher recruitment, and educational quality and access.

Health: Expanding health facilities, training health workers, and improving health service delivery.

Infrastructure: Roads, water systems, electricity, and telecommunications infrastructure.

Agriculture and Turkana Pastoralism support: Supporting pastoral production and exploring alternative agricultural development.

Economic development: Attracting investment, supporting business development, particularly Oil Discovery in Turkana sector participation.

Water and natural resources: Water supply, pastoralist resource management, environmental conservation.

Challenges and Constraints

Turkana County government faces significant challenges:

Limited revenue: County governments depend on national government transfers for most revenue. Turkana's internally-generated revenue (from local taxation and services) is limited. This revenue constraint limits county government's capacity to fund development.

Limited capacity: County government has limited administrative and technical capacity. Shortage of skilled personnel, limited management systems, and weak institutional capacity constrain effectiveness.

Corruption and governance: Transparency International and other organizations have documented corruption allegations in county government. Some development projects and contracts have been subject to allegations of misappropriation or irregular procurement.

Political tensions: County politics have sometimes been marked by tensions between the governor and county assembly, or disputes over resource allocation. These tensions can affect governance effectiveness.

Competing priorities: County government must allocate limited resources among multiple urgent needs (education, health, infrastructure, pastoralist support). Trade-offs and resource allocation decisions are challenging.

Oil Revenue and Resource Management

The 2012 oil discovery has created potential oil revenues for Turkana County government. Oil revenue-sharing arrangements have been established (county governments receive a percentage of oil revenues).

However, oil revenues have not materialized at anticipated levels due to limited production. The Early Oil Pilot Scheme produces modest volumes, generating limited revenue. Full-scale oil production (and therefore substantial revenues) remains contingent on pipeline development.

County government has attempted to prepare for anticipated oil revenues through institutional development and planning. However, actual revenue remains limited.

Devolution and Development Outcomes

Early assessments of devolution's impacts on development in Turkana have been mixed. Devolution was intended to bring government closer to communities and allow locally-appropriate development planning. Some progress has been made in this direction.

However, limited resources, limited capacity, and governance challenges have constrained the pace and scope of development improvements. Development indicators (education, health, infrastructure) in Turkana remain among Kenya's worst, despite devolution and county government establishment.

International Development Cooperation

Turkana County government cooperates with international development organizations (World Bank, UNDP, bilateral donors) on development programs and projects. International organizations provide funding, technical assistance, and capacity building support.

Development partners have engaged with county government on specific sectoral programs (health, education, water) and on cross-cutting issues (governance, environmental management).

Future Prospects

As of 2026, Turkana County government continues to develop institutional capacity and implement development programs. The effectiveness and pace of development depends significantly on resource availability and institutional capacity development.

Oil revenue realization could substantially increase county government resources, potentially accelerating development. However, this remains contingent on oil production expansion and policy decisions about revenue management.
