Infrastructure development in Garissa County lags national standards substantially, with deficits in transportation networks, water supply systems, electricity access, telecommunications, and sanitation limiting economic development and quality of life. The county's infrastructure deficit reflects historical underinvestment during colonial and early independence periods, combined with ongoing capacity constraints and competing resource demands since devolution. Substantial investment would be required to bring Garissa infrastructure to levels supporting sustainable development and poverty reduction.

Road infrastructure in Garissa is characterized by limited bituminized surfaces, extensive unpaved earth roads, and poor maintenance of existing routes. The primary road connecting Garissa to Nairobi (the B9 highway) remains the main transportation artery, but road conditions deteriorate during rainy seasons, with flooding and waterlogging disrupting traffic periodically. Secondary roads connecting Garissa town to county subcounties are predominantly unpaved, becoming impassable during heavy rains. Tertiary roads and pastoral tracks used for livestock and people movement are often merely footpaths without formal surface. This limited road infrastructure constrains market access for agricultural and pastoral products, increases transportation costs, and limits residents' access to services in Garissa town.

Road maintenance capacity is chronically inadequate. The county government lacks sufficient financial resources to maintain existing roads at acceptable standards. The Kenya Rural Roads Authority (KeRRA), responsible for secondary road maintenance through national grants, receives allocations below maintenance requirements. Bridge infrastructure is minimal, with many seasonal water courses lacking crossings, creating impassable road sections during rains. Vehicles operating on Garissa roads experience accelerated wear, with transportation costs correspondingly elevated.

Water supply systems in Garissa serve only a fraction of the population with adequate access. Urban water supply to Garissa town is provided by the Garissa Water and Sewerage Company (GWSC), but service is intermittent, with supply disruptions frequent during dry seasons when water sources become depleted. Water quality testing is inadequate, with contamination risks from leaking pipes and inadequate treatment. Rural water supply depends on boreholes, shallow wells, and hand-dug wells maintained with variable adequacy. Groundwater depletion is occurring in some zones as abstraction exceeds natural recharge rates. The Tana River provides water for irrigation and livestock, but accessible only for populations adjacent to the river. Water rationing occurs during droughts, with conflicts between domestic, pastoral, and irrigation water demands.

Electricity access in Garissa reaches approximately 50-60 percent of the population, with coverage concentrated in Garissa town and surrounding areas. Rural electricity access, particularly in pastoral areas, is minimal at 5-10 percent. The cost of grid extension to dispersed pastoral settlements makes rural electrification economically unfeasible through centralized power systems. Off-grid renewable energy systems, including solar systems, are increasingly utilized but remain limited by high capital costs and limited financing access for poor households.

Telecommunications infrastructure has expanded substantially in recent years, with mobile phone coverage now reaching most population centers though remaining limited in remote pastoral areas. Internet access is restricted almost entirely to Garissa town, with bandwidth capacity constraints limiting service speed and reliability. Telecommunications competition between multiple providers (Safaricom, Airtel, Equity Bank Mobile) has driven coverage expansion and reduced costs, improving connectivity despite limited broadband. Mobile money services, particularly M-Pesa, have become essential financial infrastructure enabling livestock market transactions and remittance receipt.

Sanitation and waste management infrastructure is rudimentary. Urban sanitation in Garissa town relies on conventional pit latrines and septic tanks, with formal sewerage systems absent. Waste disposal occurs at informal dumpsites without environmental controls. Wastewater management is essentially nonexistent, with greywater and blackwater disposing into surrounding environment. These sanitation deficits contribute to disease transmission and environmental contamination. Rural sanitation depends on household pit latrines and natural defecation in pastoral areas, with limited provision of communal facilities.

Agricultural infrastructure including irrigation schemes, storage facilities, and input supply systems are inadequately developed. Irrigation schemes, described previously, lack maintenance capacity and adequate water supply infrastructure. Grain storage facilities are minimal, with farmers unable to store harvest for later sale or consumption, forcing sales at harvest time when prices are lowest. Veterinary facilities and supplies are concentrated in Garissa town, with limited rural access. Agricultural input supply chain infrastructure is inadequate, with farmers unable to readily access improved seeds, fertilizers, and implements in sufficient quantities and time for cultivation.

Healthcare facility infrastructure is described under health, with critical deficits in facility density, equipment, and utilities. Educational facility infrastructure is similarly deficient, as described under education. These sectoral infrastructure deficits reflect broader county development constraints.

Energy infrastructure for productive activities (processing, refrigeration, mechanical power) is minimal outside Garissa town. Small-scale enterprise development is constrained by lack of reliable electricity supply for operations and by limited access to mechanical power for agricultural or pastoral product processing. Renewable energy potential, particularly solar resources abundant in the semi-arid climate, remains underutilized.

Port and export infrastructure, relevant primarily through livestock exports to distant markets, is absent within Garissa. The Mombasa port, Kenya's primary port facility, is over 500 kilometers distant, creating substantial transportation costs for livestock and other export commodities. Development of regional export processing facilities within Garissa could enhance value addition to pastoral products, but such facilities remain undeveloped.

The county government has limited revenue capacity to fund infrastructure development, with recurrent expenditure for staff salaries and operations consuming substantial proportions of county budget. Capital investment in infrastructure development depends heavily on national grants and external donor support. Donor-funded infrastructure projects, while providing critical development resources, often create sustainability challenges when maintenance requirements exceed county revenue capacity post-completion.
