Secondary education disparities are more pronounced, with girls' enrollment substantially lower than boys', driven by early marriage, pregnancy, limited parental investment in girls' education, and insecurity concerns. Teacher surveys indicate widespread gender stereotyping and limited teacher awareness of gender equity principles. School safety, particularly related to sexual harassment and assault, creates barriers to girls' school attendance.

Pastoral communities' engagement with formal education remains limited despite national expansion of educational access. Pastoral families perceive school attendance as conflicting with pastoral labor requirements, with children needed for herding. Pastoral perception of formal education as preparing for non-pastoral livelihoods, combined with limited evidence of economic returns from education in local pastoral context, creates limited motivation for educational investment. Some pastoral communities maintain preference for Islamic education (Quranic schools) over formal secular schooling, though formal and Islamic education are not necessarily mutually exclusive.

Early childhood development (ECD) programs, critical for foundation learning and socialization, are minimally developed in Garissa. Most ECD services are private, limiting access for poor families. Public ECD provision is nominal, with few government ECD centers. This gap means that most Garissa children enter primary school without preschool preparation, creating learning disadvantages relative to children with preschool experience.

Secondary education faces additional constraints of limited institutions, high per-student costs, and geographic accessibility. Boarding secondary schools require payment for accommodation in addition to tuition, creating affordability barriers for poor families. Day secondary schools are geographically dispersed, requiring long commutes from pastoral areas. School fees, despite government free secondary education policy, remain charged through various mechanisms (development levies, activity fees) that create financial barriers for poor families.

Technical and vocational education (TVET) opportunities are minimal in Garissa, limiting alternative pathways for youth outside academic secondary education. While national policy emphasizes TVET as pathway to employment, Garissa TVET institutions are few and geographically concentrated. TVET equipment and instructor training are often deficient, limiting quality of technical skills development.

University education access is extremely limited for Garissa residents, with few students attaining the academic qualifications and financial resources for tertiary education. The Garissa University College, attacked in 2015 and subsequently rebuilt, provides some local access to degree-level education, yet enrollment remains limited. Most Garissa students pursuing university education migrate to Nairobi or other major centers.

Educational quality, measured through standardized examinations, is substantially below national averages. The National Examination Council's official data demonstrate Garissa students' mean scores on Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) exams substantially below national means. This performance reflects accumulated instructional deficits throughout schooling. Teacher motivation, reflected in limited preparation time and pedagogical effort, is constrained by low professional status and perception of limited career rewards.
