Service delivery outcomes have been mixed, with some counties advancing services while others have experienced deterioration due to inadequate resource allocation or institutional challenges.

County revenue sources include: (1) Equitable Share, the constitutionally mandated national government allocation to counties calculated through the Commission on Revenue Allocation based on population and development indices, (2) Conditional Grants for specific national programs, and (3) Own Source Revenue from local taxation and fees. Garissa County's Equitable Share has averaged approximately KES 20-25 billion annually, with own source revenue minimal at under KES 1-2 billion. This limited revenue, while substantial in absolute terms, proves insufficient for service delivery at adequate standards across the large county territory.

Budget allocation decisions within Garissa County Government reflect political choices and donor influences. The county traditionally allocates approximately 40-50 percent of recurrent budget to health, 20-30 percent to education, 10-15 percent to agriculture, with smaller allocations to other functions. Capital expenditure, funded partially through national grants and donor resources, allocates toward infrastructure projects including roads, water systems, and facility construction. Staff retention has been difficult due to limited career advancement opportunities and modest compensation relative to private sector. County assembly oversight, while constitutionally mandated, has sometimes been constrained by limited analytical capacity and political party coalitions favoring executive interests over accountability.

The revenue allocation formula determining the Equitable Share has been contentious, with counties receiving lower per capita allocations arguing for formula revision to increase their allocations. Garissa, as a resource-poor county with low population density, has argued that the formula inadequately accounts for the additional per capita cost of delivering services to dispersed pastoral populations. These formula debates remain ongoing within the Commission on Revenue Allocation and national politics.

Devolution's contribution to reducing regional development inequality has been debated, with some evidence suggesting that county-level investment has directed resources toward county capitals, perpetuating geographic inequality within counties. Pastoral areas within Garissa have been particularly disadvantaged by development concentration in Garissa town.

Fiscal responsibility and financial management challenges have emerged, with some counties experiencing cash-flow crises due to delayed national transfers or ineffective revenue collection. Garissa has occasionally experienced salary delays for county civil servants due to budget constraints. The Controller of Budget, a national institution, has auditing and accountability authority over county budgets but has limited enforcement capacity.

Inter-county cooperation mechanisms remain underdeveloped, with Garissa's relationships with neighboring counties (Tana River, Isiolo, Taita-Taveta) limited to occasional joint coordination on trans-boundary issues. Regional economic integration opportunities through county cooperation remain underexploited.
