Raphael Tuju served as Uhuru Kenyatta's primary institutional operative and party secretary general for most of the presidency, representing the technocratic face of Jubilee governance. Unlike populist operatives like Moses Kuria, Tuju was a careful administrator and consensus-builder who managed Jubilee's internal coalition mechanics and parliamentary operations. Tuju occupied Jubilee's party secretary post from 2016-2020, overseeing campaign machinery, candidate selection, and intra-party discipline. His relationship with Uhuru was fundamentally instrumental: Tuju executed presidential directives through party structures while Uhuru retained final authority. This division of labor suited both: Tuju gained procedural importance and resource access as party official while Uhuru avoided personal accountability for party-level decisions or internal conflicts.

Tuju's significance lay in managing competing factions within Jubilee coalition. The alliance between Uhuru's Kikuyu base and William Ruto's Rift Valley organization perpetually threatened fracture, particularly after 2017 when Tangatanga movement began mobilizing against Uhuru. Tuju's task was maintaining parliamentary cohesion, managing nomination processes to prevent outright Ruto allies from overwhelming party structures, and ensuring legislative majorities. As party secretary, Tuju controlled candidate financing and vetting, giving him leverage over MPs and county politicians seeking renomination. His loyalty to Uhuru, rather than factional alignment with either president or deputy president, made him a neutral arbiter. Yet that neutrality had limits: by 2020-2022, Tuju shifted toward Uhuru as Ruto's Tangatanga increasingly defied central authority, suggesting party officials eventually chose sides in succession contests.

Tuju's post-presidential trajectory was revealing. After leaving office in 2022, he retained no political weight, indicating his importance had been derivative of presidential authority rather than personal political base. When Ruto assumed presidency, Tuju did not attain ministerial position, unlike operatives like Kuria who had independent constituency. His tenure as party secretary demonstrated how Kenyan presidentialism marginalizes institutional officials: Tuju was powerful only insofar as he represented Uhuru's authority, not because he commanded party infrastructure independently. Party secretaries in Kenya lacked the autonomous resources and legitimacy of elected governors or MPs, rendering the position ultimately subordinate to presidential whim. Tuju's experience illustrated the weakness of political institutionalization in Kenya's presidential system.
