Moi's relationship with Tanzania was rooted in Cold War tensions, in competition for regional influence, and in divergent development models. Under Julius Nyerere's leadership until 1985, Tanzania pursued a socialist development path based on collective ownership of the means of production and rural-based development strategy called ujamaa. Kenya, by contrast, adopted a capitalist development model with private property rights and urban-centred industrialisation. These divergent paths reflected different ideologies and different strategic alignments in the Cold War, with Tanzania more closely aligned with the Soviet Union and China, while Kenya aligned with the West.
The relationship between Moi and Nyerere was one of distant respect combined with fundamental disagreement about development strategy. Nyerere was widely regarded as an intellectual and principled leader, a figure of continental stature who had articulated a vision of African socialism and self-reliance. Moi, by contrast, was pragmatic and firmly aligned with Western economic models. The two leaders engaged in diplomatic courtesies while maintaining fundamentally different visions for their respective countries' futures. Their relationship reflected the Cold War reality that Kenya and Tanzania occupied different strategic spaces within the geopolitical architecture of East Africa and the broader non-aligned movement.
The economic trajectories of Kenya and Tanzania diverged significantly during the 1970s and 1980s. Kenya's capitalist model, despite its inequalities and structural problems, generated higher growth rates and attracted significant foreign investment and bilateral aid. Tanzania's ujamaa model, while inspired by ideals of egalitarianism and self-reliance, encountered implementation difficulties, was disrupted by the wars in Uganda and with Idi Amin that damaged Tanzania's economy, and faced declining international support as Cold War dynamics shifted in the 1980s. By the early 1980s, Tanzania was in economic crisis, forced to accept International Monetary Fund and World Bank structural adjustment, and experiencing significant loss of status in regional affairs.
Nyerere's retirement from the presidency in 1985 marked a transition in Tanzania's leadership and in the country's strategic positioning. His successors, Ali Hassan Mwinyi and then Benjamin Mkapa, accelerated the adoption of liberalisation policies and moved Tanzania toward closer alignment with Western development models and international financial institutions. This shift narrowed the ideological gap between Kenya and Tanzania, though Kenya's superior industrial development and Kenya's greater integration into global capitalism meant that Kenya remained the more developed and more influential economy in the region.
Moi's positioning during Tanzania's economic crisis revealed his awareness of regional power dynamics. As Tanzania declined relative to Kenya, Moi could position himself as a senior regional statesman and as a leader whose development model had proven more successful. Yet Moi also recognised that a completely subordinate Tanzania would be destabilising, and he supported regional efforts to stabilise Tanzania's economy and governance. The revival of the East African Community in the 1990s represented an effort to create frameworks within which Tanzania could be integrated into regional cooperation rather than marginalised entirely.
The relationship between Kenya and Tanzania also encompassed competition over external support and regional influence. Both countries competed for World Bank and bilateral donor resources, though Kenya's stronger economic base and its earlier adoption of liberalisation meant that Kenya received preferential treatment from Western creditors and donors. Tanzania, as it weakened economically and politically, lost influence in regional affairs and found itself depending more heavily on the frameworks that Kenya was shaping, including the EAC and various bilateral arrangements.
Moi's relationship with Tanzania's post-Nyerere leadership was smoother than his relationship with Nyerere had been. The shared commitment to liberalisation, privatisation, and integration into global capitalism created a basis for cooperation that Cold War ideological differences had precluded. The two countries could cooperate through international institutions, through regional frameworks, and through bilateral arrangements in ways that reflected a shared interest in regional stability and development.
The broader East African region was reshaped by the relative decline of Tanzania and the continued dominance of Kenya and Uganda. Regional organisations and initiatives increasingly reflected Kenya's and Uganda's interests rather than representing a genuinely tripartite arrangement. Kenya's advantage in industrial production, in financial sector development, and in international connections meant that Kenya's economic interests often prevailed in regional negotiations. The contrast with the earlier post-independence period, when Tanzania under Nyerere had been a significant regional force, reflected the different trajectories of the two countries' development paths and Moi's success in positioning Kenya as the region's economic and political centre.
