The running mate debate prior to the elections included discussion of what "executive" responsibilities the running mates would exercise as Vice President. The constitutional arrangements establishing the Vice President as a functional position with delegated authority theoretically created opportunities for running mates to occupy substantial executive roles, but the actual distribution of authority between the President and Vice President remained ambiguous and subject to the incoming President's discretionary judgment. Both Jubilee and CORD offered somewhat vague commitments regarding the running mate's role, suggesting that the precise delineation of Vice Presidential authority remained to be determined post-election.

The constitutional requirement that running mates be announced pre-election created campaign constraints not present in previous elections: presidential candidates could not indefinitely defer running mate selection or use the possibility of running mate selection as a bargaining chip in post-election coalition negotiations.
