Raila Odinga's Orange Democratic Movement (ODM) challenged incumbent Kibaki's Party of National Unity (PNU) with a campaign emphasizing constitutional reform, devolution, and anti-corruption. Raila's campaign mobilized Luo, Kalenjin, and other communities alienated from Kibaki's government. The ODM platform promised restoration of the Prime Minister position that Kibaki had denied Raila in 2002. Raila's personal political momentum and his control of the most coherent opposition coalition made him a formidable challenger despite Kibaki's incumbency and state resources. The campaign revealed deep regional grievances: many Kenyans felt marginalized by Kibaki's focus on Central Province development.
