The 2007 campaign centered on the dispute between incumbent Kibaki's Party of National Unity (PNU) and Raila Odinga's Orange Democratic Movement (ODM). Raila's campaign emphasized anti-corruption, devolution of power to regional governments, and restoration of the Prime Minister position promised in the 2002 MOU.
