The Nairobi Expressway, officially opened in March 2022, is a 27-kilometer elevated toll highway connecting Nairobi's southern suburbs to the central business district. It was built by the China Road and Bridge Corporation (CRBC) and is operated under a public-private partnership model with toll revenues supporting operation and maintenance.

Construction and Financing

The expressway was constructed between 2019 and 2022 at a total cost of approximately 88 billion Kenyan shillings. Financing came from the Kenyan government, the African Development Bank, the China Exim Bank, and private investors. The project was part of Kenya's Vision 2030 development agenda.

Route and Features

The expressway runs from the Jomo Kenyatta International Airport area northward through Nairobi's southern suburbs (Mbagathi, Bomas of Kenya, Buona Vista) to the northwestern parts of the city (Westlands, the University of Nairobi). The elevated design allows traffic to bypass congested surface streets. Exit ramps connect to major neighborhoods and business centers.

Toll System

The expressway operates on a toll-collection system, with fees ranging from approximately 50 to 300 Kenyan shillings depending on the route taken. The toll can be paid via M-Pesa, electronic toll tags, or at toll booths. Revenue from tolls supports operation, maintenance, and debt servicing.

Impact on Traffic

The expressway has significantly reduced travel times for commuters in southern and western Nairobi. A journey that previously took 2 to 3 hours in traffic can now be completed in 30 to 45 minutes on the expressway. However, toll costs (approximately 600 shillings per day for a typical commute) remain out of reach for many lower-income workers.

Controversy and Debate

The expressway has attracted both praise and criticism. Supporters credit it with reducing congestion and improving air quality in affected areas. Critics argue that it primarily benefits wealthy drivers who can afford tolls, while the infrastructure costs are borne by taxpayers. Environmental concerns about the elevated structure and habitat disruption have also been raised.
