Homa Bay County is located on the southern shore of Lake Victoria in western Kenya. The county has an area of approximately 3,154 square kilometers and a population of approximately 1.2 million (2019 census). It is administratively organized into nine sub-counties with Homa Bay town serving as the county headquarters.
Homa Bay is a predominantly Luo county with strong cultural, economic, and political connections to the wider Luo community. The county is notable for being the birthplace and burial site of Tom Mboya, one of Kenya's most prominent independence-era political leaders. The county also contains Ruma National Park, one of Kenya's most isolated and least-visited parks known for protecting Kenya's endangered roan antelope population.
The county faces significant public health challenges including among Kenya's highest HIV prevalence rates, estimated at approximately 7.91 percent among men and even higher among women in some areas. Lake Victoria provides the economic foundation for extensive fishing communities, though fish stocks have declined due to overfishing and environmental degradation.

The county extends along Lake Victoria's southern shore, with fishing communities concentrated at major landing beaches. The interior remains agricultural, with lower population densities away from the lakeshore.

The economy is primarily based on fishing and agriculture, with limited other economic activity. Fishing communities depend on Lake Victoria's fish stocks, while inland areas rely on subsistence crop production.
Development Challenges
Homa Bay County faces challenges including high disease burden, limited infrastructure, inadequate education facilities, and limited economic opportunity. Development progress has been slower than national averages.
