Overview
Corruption during Jomo Kenyatta's presidency (1963-1978) was systematic and enabled the rapid accumulation of wealth by the Kenyatta family and their political allies. The pattern established during this era (conversion of political power into personal wealth through control of land and state resources) persisted through subsequent administrations and became a defining feature of Kenyan politics.
Land Acquisition and Accumulation
Land was the primary mechanism through which corruption occurred during the Kenyatta era. Colonial land holdings were transferred to African ownership after independence. The Industrial Development Bank (IDB) was established to provide loans to Kenyan businesses for industrial development. Well-connected businesspeople obtained large IDB loans that were never repaid. These loans represented subsidies to favored business people disguised as commercial lending.
The IDB's lending portfolio deteriorated severely as loans to connected individuals defaulted. The bank's capital was depleted. This represented a transfer of public resources to private interests.
Parastatal Looting
Government-established parastatal corporations were run for the benefit of their managers and connected politicians rather than for public purposes. Managers extracted personal benefits through inflated salaries, theft of goods produced by the parastatals, and award of contracts to connected suppliers.
Some parastatals operated at chronic losses despite having monopolies or protected markets, indicating mismanagement and theft.
Civil Service Expansion and Patronage
Government employment expanded during the Kenyatta era as a mechanism for political patronage. Individuals were hired based on political connections rather than qualifications. Overstaffing created redundancy and inefficiency while providing income to politically connected individuals.
Relationship to Colonial Structures
The Kenyatta era inherited colonial structures of exploitation. The colonial government extracted resources from Kenya for the benefit of Britain. The Kenyatta government extracted resources for the benefit of the political elite. The mechanism and extent changed but the fundamental dynamic persisted.
Legacy and Continuity
The corruption patterns of the Kenyatta era established precedents that subsequent administrations followed. The conversion of political power into personal wealth through land acquisition and state resource allocation became normalized. The ethnic favoritism in resource distribution persisted as a political strategy.
These patterns were not unique to the Kenyatta era but were particularly pronounced and established institutional patterns that outlasted Kenyatta himself.
