The 2010 Kenyan constitution introduced devolved [[Tharaka-Nithi Tharaka-Nithi County]] through county government. For the Tharaka, devolution has created new opportunities and challenges for representation and resource management within Tharaka-Nithi County.

The 2013 Transition

Tharaka-Nithi County was established in 2013 as a devolved governance unit. This required building new county institutions including a governor's office, county assembly, and county civil service. The transition to devolved governance involved significant institutional change.

County Government Structure

The county has an elected governor, deputy governor, and county assembly members. Governance of the county is shared among its communities (Tharaka, Chuka, Igambi/Imenti). Resource allocation and policy decisions involve negotiation among different communities.

Tharaka Representation

The Tharaka have representation in the county assembly and can participate in county governance. However, their minority status within the county has limited Tharaka influence on county decisions. Some Tharaka have held county positions.

Resource Allocation

County budgets are allocated for various functions including education, health, water, and roads. Resource distribution between different parts of the county and different communities remains contentious, with Tharaka sometimes feeling that their areas receive inadequate development investment.

Development Challenges

Devolution has enabled more localized development planning, but implementation remains constrained by limited resources and capacity. Tharaka areas face particular development challenges from geographic marginalization and limited revenue generation.

Inter-Community Dynamics

Governance within a county shared with larger communities has created dynamics in which smaller communities (like the Tharaka) must negotiate for recognition and resources. These negotiations shape county governance.

Accountability and Participation

County governance is meant to increase public participation and accountability to communities. However, Tharaka participation in county governance remains variable, with some communities engaged while others have limited involvement.
