Ruto's early presidential engagement with Somali-Kenyan communities signaled shift from Uhuru's security-focused approach toward integration-oriented strategy. Somali-Kenyans, concentrated in North Eastern (and increasingly urban Nairobi), had experienced systematic marginalization through security operations, discriminatory policing, and economic neglect. Ruto appointed Somali-Kenyan leaders to cabinet positions, allocated development resources to North Eastern counties, and rhetorically positioned his administration as inclusive toward marginalized communities. Yet early actions remained limited: security operations continued, discrimination persisted in practice despite ministerial appointments. Ruto's engagement appeared transactional: including Somali representation in government while continuing underlying security-focused governance approach. Whether Ruto would fundamentally restructure Somali-Kenyan relations or merely add symbolic inclusion remained uncertain.
