Secondary education remained fee-based and selective under Kibaki's policies. The Kenya Certificate of Primary Education (KCPE) examination determined secondary school placement, with competition for places in well-resourced secondary schools intense. The policy's gender dimensions were significant. Girls' enrollment increased substantially, approaching parity with boys' enrollment in many regions. This improvement reflected both the reduction of financial barriers and possibly changes in attitudes regarding girls' education. However, girls faced specific barriers including dropout due to early marriage, pregnancy, and cultural expectations regarding girls' educational priority. While free primary education removed financial barriers, non-financial barriers to girls' education persisted.
The quality-quantity trade-off became increasingly apparent over Kibaki's presidency. While enrollment expanded dramatically, standardized test performance showed limited improvement and sometimes decline relative to earlier periods when fewer students attended school but those who did received somewhat higher quality instruction. The Kenya Certificate of Primary Education examination pass rates showed variable performance, with many regions showing limited improvement. The challenge of simultaneously expanding access and maintaining quality proved difficult for Kenya's education system.
Dropout rates remained concerning despite free primary education. While enrollment surged, not all enrollees completed primary education. Some students dropped out after one or two years, returning to home production or employment. The transition to secondary education, requiring payment of fees, caused substantial dropout as families unable to afford secondary fees withdrew children from the education system. Regional variations in dropout rates reflected variations in regional wealth and demand for primary completion.
The government's provision of additional resources to schools through the capitation grant system attempted to support free education implementation. However, grants per student often proved inadequate to cover school operating costs. Schools faced pressures to collect "voluntary contributions" from parents despite the policy's declaration of free education. Wealthier communities managed to supplement government funding through parent contributions and local resource mobilization. Poorer communities struggled to provide adequate resources, creating quality disparities between wealthy and poor area schools.
By the end of Kibaki's presidency, free primary education had become institutionalized policy accepted across the political spectrum. Subsequent administrations maintained the policy, though sometimes with cost recovery pressures. The policy represented genuine progress in educational access, though implementation quality remained limited. The transformation of Kenya's primary education system from fee-based to free occurred during Kibaki's presidency and represents one of his most significant policy achievements.
