Robert Ouko's assassination on February 13, 1990, stands as the most notorious state crime of Moi's presidency, a murder that revealed the depths of the regime's corruption, the willingness of elements within the state to eliminate government officials who threatened powerful interests, and the regime's capacity to suppress investigation into its own crimes. Ouko, a respected Luo politician who had served as Foreign Minister and was regarded as a potential alternative to Moi, was found dead in mysterious circumstances near his home in Kisumu. The initial report claimed suicide; subsequent investigations revealed clear evidence of murder; the eventual judicial inquiry into the matter was carefully managed to avoid implicating the highest levels of government.
