Daniel arap Moi's cabinet and inner circle of loyalists represented a dramatic departure from the multi-ethnic coalition that characterized Jomo Kenyatta's government. From 1978 onwards, Moi systematically filled key ministerial and administrative positions with individuals from his own Kalenjin ethnic group and from regions he could rely upon politically. This practice, known as "Kalenkinization" by critics, fundamentally altered Kenya's post-colonial power structure. The cabinet became less an executive body representing Kenya's diverse regions and ethnic groups and more a vehicle for distributing patronage and consolidating Moi's personal control over the state apparatus.

The pattern of ministerial appointments revealed Moi's political strategy clearly. Key portfolios controlling security, finance, and internal administration went to trusted Kalenjin figures or to individuals whose ethnic or regional background made them dependent upon Moi's patronage. Finance ministers like Zachary Onyonka, while not Kalenjin, were chosen for their loyalty rather than policy expertise. Security appointments proved particularly important. Interior ministers, police commissioners, and military commanders came overwhelmingly from groups Moi believed would protect him from coups and challenges. The pattern intensified after the 1982 coup attempt, when Moi replaced numerous officials suspected of disloyalty.

Nicholas Biwott emerged as one of Moi's most powerful and controversial confidants. A Kalenjin businessman and politician, Biwott served in various ministerial positions and functioned as an unofficial but highly influential advisor. His wealth and business interests expanded dramatically during the 1980s, raising questions about the relationship between his closeness to Moi and his commercial success. Biwott's influence extended beyond formal ministry responsibilities into patronage networks and business deals. He became emblematic of the corruption and cronyism that characterized Moi's cabinet system, where proximity to power translated directly into wealth accumulation.

Nathaniel Kipchoge Toweett, another prominent Kalenjin figure, served as Vice President from 1989 to 1991. Moi used the vice presidency as a mechanism for elevating and then sidelining potential rivals. Toweett eventually fell from favor, as did subsequent vice presidents Joseph Kamotho and George Saitoti. The rotating appointment of vice presidents served Moi's purpose: it ensured that no single figure accumulated enough independent power to challenge him, while demonstrating to cabinet members that even high office provided no security against presidential displeasure.

The cabinet system under Moi differed fundamentally from constitutional or administrative precedent. Ministers served at Moi's absolute pleasure and could be dismissed without notice or explanation. This uncertainty meant that cabinet members focused primarily on demonstrating personal loyalty to Moi rather than on policy expertise or administrative competence. The practice encouraged corruption, as ministers sought to enrich themselves quickly, uncertain how long they would retain their positions. Moi deliberately rotated assignments, moving ministers between portfolios to prevent them from building independent bases of power within their ministries.

Education ministry appointments illustrate the pattern's complexity. Minister after minister oversaw the expansion of education during Kenya's rapid post-colonial growth, yet these expansions often accompanied scandals involving textbook procurement fraud, examination malpractices, and misappropriation of funds. The cabinet's primary function seemed not to implement coherent policy but to distribute resources to supporters and maintain Moi's personal authority. The result was rapid growth in government institutions combined with declining quality and widespread corruption.

Moi's inner circle included several ethnic Somali figures and individuals from the coast region, demonstrating his effort to build coalitions beyond the Kalenjin core. These appointments served to dilute accusations that his government was purely tribal while ensuring that these representatives depended entirely upon Moi's patronage. The coast region ministers, for instance, had limited independent power bases and thus presented no threat to Moi while helping him maintain regional representation.

The military and security forces received particular attention. Chiefs of the Defense Force, like General Jackson Kipchoge, and police commissioners were carefully selected to ensure they owed their positions entirely to Moi and thus would not entertain thoughts of independent action. Security forces expanded dramatically under Moi, and their loyalty was essential to his survival in power. Moi cultivated personal relationships with senior military officers, rewarding loyalty with promotions and business opportunities.

By the late 1980s and 1990s, the cabinet system had become widely criticized as a mechanism for corruption and patronage rather than governance. The Goldenberg scandal, involving massive fraud in gold and diamond exports, implicated numerous cabinet ministers and revealed the extent to which officials exploited their positions for personal enrichment. These scandals damaged Kenya's international reputation and contributed to pressure on Moi to accept multiparty democracy, yet the cabinet system proved remarkably resilient even as the political system evolved.
