Jackson Kiplagat Arap Mandago (born May 5, 1974) is a Kenyan politician who served as the first Governor of Uasin Gishu County from 2013 to 2022. He is currently serving as the Senator for Uasin Gishu County since September 2022.

Early Career and Education

Mandago studied at Kenyatta University, where he pursued a bachelor's degree in biochemistry. He later attended the Catholic University of Eastern Africa (CUEA) to study procurement and strategic planning. His academic background in technical fields informed his governance approach during his gubernatorial tenure.

Tenure as First Governor (2013,2022)

Mandago was elected as Uasin Gishu's inaugural governor in 2013, then re-elected for a second and final five-year term in 2017 under the Jubilee Party of Kenya. During his nine-year tenure, he prioritized infrastructure development, particularly in road networks and water supply to enhance connectivity and service delivery across the county.

His administration focused on capital projects intended to boost the county's agricultural and economic productivity. However, his record remains mixed due to financial controversies that emerged in the final years of his tenure.

The Finland Education Scandal

In August 2023, a Kenyan court issued an arrest warrant for Mandago. He was accused of conspiring with three county officials to embezzle approximately KES 1 billion (roughly EUR 8 million) from Kenyan youth and their families participating in a purported study and jobs programme in Finland and Canada.

The "Airlift Study Programme" was introduced during Mandago's governorship with ambitions to transform lives through international education and employment opportunities. The scheme collapsed after staff allegedly misused funds designated for participant placement. Despite the scandal, Uasin Gishu County has maintained the programme under Deputy Governor John Barorot, suggesting continued political commitment to the initiative despite its compromised reputation.

Transition to Senate and Legacy

Mandago transitioned to the Senate in September 2022, following constitutional limits on gubernatorial terms. As a senator, he has sought to advance devolution principles and the continued development agenda he initiated as governor. His gubernatorial years coincided with significant growth in Uasin Gishu's running economy, though attribution for athletic success is complex and extends beyond county governance.

As the first county-level executive under Kenya's 2010 devolved governance system, Mandago's tenure established administrative precedent and institutional capacity for the new constitutional arrangement. His legacy remains contested between infrastructure achievements and financial irregularities.
