Universal educational access remains incomplete objective in Kenya despite policy commitments and substantial progress. The Free Primary Education program (2003) dramatically expanded enrollment, yet hidden costs including uniforms and transportation continue excluding poor families. Secondary education access remains restricted by fee barriers and limited school capacity. Regional, gender, and class disparities persist with poorest communities experiencing lowest enrollment and highest dropout rates. Achieving truly universal quality education requires sustained investment addressing structural barriers to access and completion across all educational levels.
