The youth population in Turkana County, numbering several hundred thousand individuals under age 35, faces significant challenges related to employment, education, and social development. High unemployment and underemployment rates among youth contribute to poverty and limit economic opportunity. Limited educational access and quality contribute to low human capital development. Limited livelihood options beyond pastoralism create challenges for youth who wish to transition away from pastoral livelihoods.
Youth employment challenges are substantial and systemic. Formal sector employment opportunities are extremely limited, with few companies operating in Turkana and limited government employment. Wage employment in informal sectors including trade and transport is available but offers limited income and job security. Self-employment in petty trading and service provision is common but generates subsistence-level incomes. Agricultural and pastoral production, traditional livelihood systems, are increasingly viewed as unattractive by youth seeking alternative livelihoods and modern income sources.
Educational participation among youth is variable across the county. Primary education enrollment has improved with devolution and education expansion, but secondary education enrollment remains below national averages. Technical and vocational training options are extremely limited, constraining pathways to skilled employment. Higher education access for youth is limited to those from wealthier families or those who obtain scholarships. Youth lacking educational opportunities face limited livelihood options and employment prospects.
Social challenges affecting youth include substance abuse, violence, and social marginalization. Drug use, particularly among urban youth in Lodwar, has increased. Youth participation in pastoral conflicts and violent activities is reported. Gang activity in urban areas threatens safety and social cohesion. Youth from poor households may be recruited into criminal enterprises or armed groups for survival income.
Youth migration is a significant phenomenon, with young people moving to urban areas (Nairobi, Mombasa, Lodwar) or to neighboring countries seeking employment and opportunity. Diaspora youth remit income to families, contributing to household income but creating social disconnection from communities of origin. Youth migration reflects limited local economic opportunity and the pull of urban centers and international migration prospects. Contemporary youth development initiatives include education expansion programs, vocational training programs, youth employment programs including business development support, and social programs addressing substance abuse and violence.
