Siaya County Government comprises an elected governor, deputy governor, and county assembly with elected representatives. Siaya County Government is responsible for primary and secondary education, public health, water supply, roads, agriculture extension, and other development services. County Development Planning

The county government develops integrated development plans, county budgets, and sector strategies. County budget allocation determines provision of services in health, education, water, and infrastructure. Budget constraints limit the county's ability to provide quality services across all sectors.

Fiscal Challenges

Counties operate with budgets provided through national revenue-sharing arrangements and own-source revenues from local taxation and user fees. Siaya County's revenue base is limited relative to development needs, requiring prioritization of available resources.

County Coordination with National Government

Siaya County works with national government agencies in areas of shared responsibility. Health services require coordination between county health facilities and national disease control programs. Education delivery involves coordination with national curriculum and examination authorities.
