Murang'a County's devolved governance system, established following Kenya's 2010 constitutional reform and first implemented in 2013, represents a fundamental shift in political authority and public resource management from national to county level. Devolution was envisioned as a mechanism to bring governance closer to citizens, increase local responsiveness to county-specific development needs, and enable participatory decision-making in development planning. For Murang'a, devolution has created new opportunities for locally-driven development while simultaneously creating implementation challenges, coordination difficulties, and questions about resource adequacy.

The devolution framework allocates specific responsibilities to the county government while reserving other functions to the national government. County-level authorities manage functions including county and urban planning, local transportation, county health facilities, county education facilities (primary and secondary schools), water services, and county economic development planning. The national government retains responsibility for national security, foreign affairs, central banking, and national infrastructure. This division of functions has required substantial capacity building for county governments and created coordination challenges at the interface between county and national authorities.

Murang'a County Government operates under an elected governor and county assembly, with a county executive committee responsible for implementation of development policies. A County Integrated Development Plan, revised every five years, provides the strategic framework for development priorities and budget allocation. Subsequent annual development plans and budgets operationalize these strategic directions. The county government's revenue base comprises a share of national government revenue (devolved through the Division of Revenue Act) plus internally generated revenue from local taxes and service charges. However, the county's internally generated revenue remains limited, creating significant dependence on national government budget allocations.

Devolution has created new opportunities for participatory governance, with county assemblies more accessible to constituents than the previous national-level parliamentary system. Ward representatives and county assembly members provide more local-level political accountability than the previous single-constituency Member of Parliament model. Community participation in development planning processes has expanded, at least in principle, though actual participation levels vary widely.

However, devolution has also created significant implementation challenges. Political coordination between county government and national government ministries remains problematic, with unclear accountability for service delivery and conflicts over resource allocation. County government capacity, particularly in professional technical staff and financial management systems, remains below optimal for effective implementation of devolved functions. Corruption and misallocation of resources has plagued some county government operations. Coordination among multiple government levels and NGOs implementing similar programs has been inadequate, creating duplication and inefficiency in service delivery.

Specific devolution impacts on Murang'a include variable progress in county-level health facility improvements, mixed success in county education initiatives, challenges in water service provision, and limited progress in addressing land issues through county mechanisms. Agricultural development services, devolved to county government, have suffered from inadequate staffing and budgets. County government revenue challenges have constrained investment in critical infrastructure. Political cycles and competition for county assembly seats have sometimes distorted development planning from purely technical considerations.
