Limited local revenue means Marsabit County depends heavily on national government transfers.
County development planning involves strategic planning processes, budgeting, and periodic reviews. The Marsabit County Integrated Development Plan (CIDP) guides investment priorities. Planning processes involve stakeholder consultation and community participation, though effectiveness varies across sub-counties.
Devolution has expanded service provision and local accountability but also created coordination challenges between county and national governments. Border management, wildlife conservation, and pastoral development involve multiple government levels.
Inter-county cooperation occurs through councils of governors and sector-specific working groups addressing shared challenges including pastoral production and wildlife management.
Community participation mechanisms including public participation in budgeting and planning, citizen petitions, and accountability mechanisms theoretically increase responsiveness. Implementation effectiveness remains variable, with some communities better positioned to participate than others.
The Lake Turkana Wind Power project creates complex coordination requirements between county government, national authorities, and the private company operator.
