Security in Garissa County has been substantially compromised by terrorism, violent crime, and resource-based conflicts resulting in one of Kenya's most volatile security environments. Al-Shabaab, a militant group affiliated with Al-Qaeda and operating across Somalia and northeastern Kenya, has maintained operational presence in Garissa since the mid-2000s, conducting periodic attacks, assassinations, and intimidation campaigns targeting civilians, government officials, and security forces. The Garissa University Attack of April 2015, killing 148 students, stands as Kenya's deadliest terror attack and exemplified the group's capacity to conduct devastating attacks deep within Kenya's interior.
Al-Shabaab's operational presence in Garissa reflects multiple enabling factors including the semi-permeable Kenya-Somalia border providing safe haven access, sympathetic populations with clan-based ties to Somalia, and limited Kenyan security force presence relative to territory size. The group's financing derives partly from taxation of cross-border trade and livestock commerce moving through Garissa's markets, providing financial resources for operations. Recruitment of Garissa residents, including both youth and adults, supplements external fighter flows from Somalia. The militant group's religious messaging, targeting both Christian and apostate Muslim audiences, has attracted some adherents while alienating broader Somali Kenyan populations.
Terrorist attacks in Garissa have occurred periodically, including suicide bombings, armed assaults on military and police installations, assassinations of government officials, and attacks on public spaces. Grenades thrown into bars and public gathering places have killed civilians. Police stations have been attacked, with loss of personnel and weapons. Military convoys have been ambushed. The intensity and frequency of attacks have fluctuated with Kenya's military operations against Al-Shabaab in Somalia, with attack patterns suggesting retaliatory motivations. Civilian casualties from terrorism, while tragic, have been substantially lower than losses within security forces.
The Kenyan military response to Al-Shabaab has been substantial, with Operation Linda Nchi (Protect the Country) launched in 2011 deploying the Kenya Defence Force (KDF) into Somalia in pursuit of the militant group. Kenya's military presence in Garissa has expanded, with increased KDF visibility in towns and on major roads. However, the KDF's focus on external military operations in Somalia limits forces available for domestic security in Garissa. Police and paramilitary General Service Unit (GSU) forces provide domestic security, but are often understaffed and under-equipped relative to threat level.
Counterinsurgency operations by Kenyan security forces have generated significant controversy regarding civilian protection and human rights compliance. Documentation by international human rights organizations has recorded allegations of extrajudicial killing, torture, unlawful detention, and collective punishment of communities suspected of harboring militants. These allegations, while contested by government authorities, have contributed to Garissa Somali communities' suspicion of security forces and unwillingness to cooperate with security operations. The historical legacy of the Shifta War counterinsurgency has established enduring mistrust that contemporary security operations have not successfully overcome.
Pastoral resource conflicts, while less prominent than terrorism in international attention, create persistent local security challenges. Competition between pastoral groups for grazing territories, particularly during droughts when forage becomes scarce, has resulted in armed clashes. Cattle raids, traditional pastoral practices, have persisted, at times escalating to more organized violent confrontations. Some resource conflicts reflect clan tensions and require clan-based reconciliation rather than government security responses.
Banditry and organized crime represent criminal security challenges distinct from terrorism. Armed robbery of travelers on roads is reported, creating travel risks. Theft of livestock, including organized rustling operations, affects pastoral communities. The proliferation of small arms throughout Garissa, partly from conflict zones in Somalia, enables criminal violence. The absence of effective police presence in many areas reduces crime deterrence and investigation capacity.
The Dadaab Refugee Complex creates additional security management dimensions. Security within the camps is maintained through UNHCR and partner organization security personnel, separate from Kenyan national security forces. However, militants have maintained presence within camps, conducting assassinations, extortion, and recruitment activities. Refugees traveling between camps and Garissa town have been targeted for assassination and extortion. The camps' remoteness from central Garissa creates challenges for integrated security management.
Insecurity has created substantial development impacts beyond direct violence. Government institutions function with reduced capacity due to security concerns limiting staff placement and movement. International development organizations operate with restricted movement and security protocols limiting program implementation. Pastoral communities' normal livelihood movements are constrained by security concerns, disrupting pastoral production. School enrollment declines result from parental security concerns, as exemplified by reduced university enrollments following the 2015 attack. Business investment is constrained by security risks.
Community-based conflict resolution mechanisms, traditionally important for pastoral conflict management, have been undermined by insecurity and state security mechanisms that often supersede traditional authority. The tension between traditional pastoral justice systems and state legal frameworks creates governance challenges and reduces community confidence in security provision.
Intelligence provision in Garissa is conducted by both national intelligence services and county-level security administration, with coordination mechanisms varying in effectiveness. The Directorate of Criminal Investigations (DCI) investigates criminal cases, though investigation capacity is limited. National Police Service and GSU maintain security force presence. The fragmentation of security responsibilities across multiple national agencies, combined with weak county-level security coordination, creates gaps in security management.
The 2020-2021 period saw increased counterterrorism operations targeting Al-Shabaab in northeastern Kenya, with reported successes in disrupting militant cells. However, the militant group's resilience and ability to regenerate capabilities suggest that counterterrorism efforts alone are insufficient without addressing underlying conditions enabling recruitment and militant persistence. These conditions include economic marginalization, limited development opportunities, and Somali Kenyan communities' historical grievances.
