The Transition Period
When William Ruto took office in September 2022, he promised institutional reform and anti-corruption action. Early in his term, attention to procurement irregularities and corruption concerns began to emerge.
The Ruto government faced the challenge of inheriting institutions weakened by decades of corruption and attempting to reform them while also facing pressure to deliver results quickly.
Documented Irregularities
By 2024, multiple procurement irregularities had been documented:
- Tender manipulation: Allegations that government tenders were manipulated to favor certain companies
- Inflated contracts: Government contracts for goods and services appeared to be overpriced
- Ghost projects: Allegations that some government projects were not being completed as contracted
The Hustler Fund
The Hustler Fund is a lending scheme introduced by the Ruto government, intended to provide microloans to small-scale traders and entrepreneurs. The scheme was promoted as a key government priority.
However, by 2024, concerns had emerged about:
- Implementation costs: Government spending on Hustler Fund promotion and administration appeared inflated
- Loan management: Questions about the efficiency of loan recovery and management
- Corruption allegations: Allegations that Hustler Fund resources were being diverted or mismanaged
The Hustler Fund exemplified how new government programs could potentially become vehicles for corruption if not carefully managed.
Institutional Continuity
The persistence of corruption concerns in the Ruto government (early term, 2022-2025) despite anti-corruption rhetoric suggested that:
- Institutional weaknesses preventing corruption detection and prosecution persisted
- New administrations may inherit the same vulnerabilities
- Anti-corruption rhetoric from successive governments had not been matched by institutional reform
The Challenge of Reform
Addressing procurement corruption in Kenya requires:
- Digitization: Moving from paper-based to digital procurement systems
- Transparency: Making procurement records public
- Competitive bidding: Ensuring tenders are truly competitive
- Enforcement: Prosecuting corruption when detected
The Ruto government initiated some reforms (digitization efforts, procurement transparency initiatives), but implementation was slow and uneven.
