Overview

Bunge la Mwananchi (Parliament of Citizens) is a grassroots participatory democracy initiative that holds regular public forums in Nairobi's parks where ordinary citizens discuss policy issues and hold government accountable. The initiative has been a venue for citizens to discuss corruption, governance failures, and policy concerns without relying on formal political institutions.

Origins and Model

Bunge la Mwananchi was established to provide a public forum where citizens could engage directly in policy discourse. Regular forums were held in Nairobi, particularly in parks like Central Park and other public spaces.

The format involved: (1) public assembly of ordinary citizens, (2) discussion of policy issues chosen by participants, (3) speakers from government and civil society, (4) structured dialogue and questions, (5) documentation and communication of citizen positions to government.

The initiative operated outside of formal parliament and political party structures, creating space for citizen voice independent of electoral cycles or partisan affiliation.

Corruption as Central Issue

Corruption became a central issue in Bunge la Mwananchi discussions. Citizens discussed their experiences with corruption in daily life (police extortion, health worker bribery demands, teacher requests for payments). They discussed systemic corruption in government institutions.

Forums provided a venue for citizens to articulate how corruption affected their lives and to demand accountability. This articulation created public political pressure on government in ways that formal oversight institutions had failed to do.

Citizen Mobilization

The impact of citizen discourse was constrained by weak enforcement mechanisms. Government could ignore citizen demands expressed in Bunge la Mwananchi forums without facing consequences.

The initiative also faced sporadic restrictions from government authorities who saw the forums as challenging government authority.

Significance for Democratic Participation

Despite limitations, Bunge la Mwananchi represented an important model of direct citizen participation in governance discourse. It demonstrated that ordinary citizens could engage in sophisticated policy discussions and that forums independent of formal institutions could be important venues for accountability.

The initiative's work on corruption exposed the limitations of formal accountability institutions and demonstrated citizen demand for anti-corruption action.
